There is a wave of modernization in Russia today. Factories are being updated, equipment is being renewed. Many foreign companies choose to import modern equipment into Russia. To control these imports, and protect consumers and the environment, the Russian government requires a Fire Safety Certificate for some types of product and equipment, as a guarantee of quality and fire safety. A major difficulty for many foreign companies is how to approach the administrative process in Russia.


What is the Fire Safety Certificate?

The Fire Safety Certificate is part of the fire safety certification system (known by the Russian initials SSPB). This is the document you need to prove that your product or equipment complies with Russian fire safety laws.

What products does it cover?

• Fire prevention equipment.

• Substances and materials for flammable or fire extinguishing products.

• Structures and building products.

• Electrical devices and appliances.

• Heat-generating equipment, etc.

A typical certification process can include the following steps:

• Review of documents (audits, checking of documents,
translation of documents).
• Tests and analyses.
• Issuance of Fire Safety Certificate.
• Issuance of GOST R Certificate.
• Issuance of other certificates.
For certain products and equipment, a Fire Safety Certificate is obligatory.
A complete list of these products has been developed by the Russian Ministry
for Civil Defence, Emergencies and Natural Disasters.
It’s also possible to obtain a fire safety release letter for some types of
equipment which are not subject to the fire safety certification.

  • Who issues the Fire Safety Certificate?

    It is issued by Certification Bodies, which are accredited by Gospozhnadzor (part of the Russian Ministry for Civil Defence, Emergencies and Natural Disasters).

  • What are the different types of Fire Safety Certificate?

    • Certificate for Serial Production, which requires: a set of certain documents; audit of manufacturer; inspection every year; sampling. Maximum validity of certificate is 3 years • Certificate for Shipment, which requires: a set of certain documents (including a copy of contract and invoice for delivery); sampling. This kind of certificate concerns a limited quantity of items. Duration of validity depends on the terms of the contract.
