HSE Services for Entire Lifecycle

As a global leader in testing, inspection and certification services, Bureau Veritas is capable of providing HSE services that cover the entire lifecycle from design, construction, procurement, commissioning to operating in the chemical field, including field HSE management, HSE review, HSE management system consultation, HSE management supervision and improvement, HSE management and technical training, Safety culture establishment and promotion.

Due to the industry characteristics of high temperature, high pressure and classification of its raw materials and products as dangerous chemicals, chemical industry has always been an accident-prone sector. It is reported that over 90% of accidents are attributable to human factors, so raising safety awareness of employees and enterprises is critical for avoiding safety accidents.

"In the past, traditional chemical industry emphasized more on the control of site risks, such as equipment and environmental safety. Bureau Veritas, however, has discovered that people play a significant role in controlling site risks, which is why we are devoted to raising safety awareness of employees throughout entire chemical industry to reduce unsafe acts of employees and protect production safety." Said Serge Teulings.

Bureau Veritas' services are much more than trainings and consultation as people's awareness is the most uncontrollable factor. "First, we need to cooperate with customers and become familiar with their corporate culture, and then gradually raise the awareness for HSE through the enterprise by designing a long-term program," Said Serge Teulings. Bureau Veritas intervenes a company as a third party and helps it build an effective and worn corporate safety culture.

It is learned that customers of Bureau Veritas' HSE division include China National Offshore Oil Corporation (CNOOC), China National Petroleum Corporation (CNPC), Sinopec, TOTAL, CHEMCHINA, Air Liquide, Huaneng Group, Harbin Electric Corporation, POWERCHINA, Michelin, Chery Jaguar Land Rover, etc.

Facilitate Chinese Enterprises to Expand Overseas

With the dramatic growth of China's economic, an increasing number of Chinese chemical enterprises are developing overseas and exploring international market. As they move from the familiar market into a fully unknown one, come also various challenges. Different policies and regulations, business practices, product quality requirements, languages and cultural customs of foreign countries all provide high requirements to the management capability and adaptability of Chinese enterprises. The key to the success of "going out" is their ability to overcome such challenges.

Bureau Veritas has rich successful cases in helping Chinese enterprises expand overseas and foreign enterprises enter China. For example, in both cases of Wanhua and the US methanol project of Shandong Yuhuang, both under construction, Bureau Veritas has participated and played a significant role.

"In the early stage, Bureau Veritas uses its global network to help customers deal with many compliance-related matters, such as standards, safety laws and HSE-regulations and production requirements." Said Serge Teulings, "An efficient global Expertise network can help customers to learn about everything they want to know of local markets, which is a major advantage of Bureau Veritas."

Overseas projects invested by chemical enterprises typically have a huge investment amount and require a construction period of at least 3 - 5 years. In this process, Bureau Veritas, as a service provider will assign a dedicated team to assist the construction contractor and review the processes prone to problems such as design of criterial equipment, equipment procurement, HSE matters and commissioning. Any issue discovered will be immediately fed back to the customers, which will save them a considerable amount of time.

New Developments in a New Time (- Asset Performance)

The traditional testing method is very costly in that people travel back and forth with the equipment. With the development of technology and digitalization, the testing method of Bureau Veritas also changes accordingly. Now, Bureau Veritas uses high-tech equipment such as Drones, smart glasses, infrared camera and other special devices which have been certified by national authorities, to help customers detect safety risks with better precision and effect.

In addition, Bureau Veritas has many data platforms, to which any data derived from testing can be timely transmitted back via intelligent equipment to generate digital reports instead of traditional paper reports, making it easier to operate. Also the further developments of artificial intelligent (automatic analysis of data) will provide Bureau Veritas a new set of tools to create the new Cutting-edge life cycle asset management services for the modern age. Serge Teulings believes that digital technologies will further help Bureau Veritas increase efficiency and improvement in customer asset management (reaching the next level of productivity) testing and analysis, certification and thus create greater values for customers.

"China is the world's largest testing, inspection and certification market, and also one to which Bureau Veritas attaches great importance. We will continue to explore the Chinese market. China's gradually enhanced opening-up to foreign testing and inspection institutions and the advance of the Belt and Road Initiative pose a great development opportunity for Bureau Veritas, which has set up a program team in charge of developing businesses in relation to the Belt and Road Initiative. Meanwhile, we also have further merger and acquisition plans in China, to strengthen our capabilities and be ready for the Industry 4.0 to support or Chemical Enterprises with their Digital transformation journey." Said Serge Teulings.
