Bureau Veritas Helps Chinese Enterprises Enter SIS Market

SIS is Getting Popular     

                                    

In November 2014, “Guidance Notes on Tightening Management of Safety Instrumented Systems for Chemical Industry” (SAWS Order No. 116) was officially issued, which covers seven aspects, such as understanding about SIS, lifecycle management and SIS evaluation, etc. With the issuance of SAWS Order No. 116, terms like “functional safety”, “Safety Instrumented System (SIS)” and “SIL” are appearing frequently in China's industrial automation and instrumentation websites and magazines. Relevant enterprises, organizations and practitioners in China, from product manufacturers and system integrators to engineering companies and end users, are getting some initial insight into this area. 


Note: A SIS can be used in applications including Emergency Shutdown (ESD), Burner Management System (BMS), Fire and Gas (F&G) systems, High Integrity Pressure Protection System (HIPPS) and Pipeline Protection System (PPS). See IEC 61508: 2010 and IEC 61511: 2003 for applicable standards.

Functional safety is a quasi-mandatory requirement in the petroleum & petrochemical industry (it is stipulated in SAWS Order No. 40 that “Independent SIS shall be equipped for Grade I or Grade II major hazards in connection with toxic gas, liquefied gas and poisonous liquid”). On top of that, the national standard GBT 50770-2013 — Code for Design of Safety Instrumented System in Petro-Chemical Engineering has been implemented since September 1, 2013, and the 12th Five-Year Plan for China’s Instrumentation Industry has made functional safety technology the “industry critical technology” and “a priority for next five years”.


With the growing awareness of compliance with SIS standards and the expanding footprint of the global manufacturing industry into China and India, the demand for SIS is booming, which has driven significant growth in the SIS market. 



 

According to The World Market for Process Safety Systems – 2013 Edition from IHS Inc, the global safety instrumented system (SIS) service market is set to surpass $1bn in revenues to become the largest market for process safety systems in 2015.  


SIS hardware was the largest market in 2012, accounting for 49% of total revenues. However, with a projected CAGR of almost 13% (between 2011 and 2017), the SIS services market is set to become the highest dollar value market; representing promising growth opportunities for automation vendors. 


Here comes the question: are local enterprises fortunate enough to get a share in this huge promising market? The answer is disappointing.
