BUSINESS CHALLENGE

In 2003, Bureau Veritas was selected to undertake one of the largest Type 2 asbestos survey contracts to be let in the UK. The commission involved an initial desk study to determine which of the 3000 buildings within the Royal Mail’s property portfolio were to be prioritised for inspection. This process calculated a survey schedule comprising over 2500 premises from sub-post offices to regional mail centres.

SOLUTION

A key part in this project was a property index of all relevant buildings and rooms. This is gradually updated as the surveys are completed, and information is coded onto forms, which is then inputted to the Asbestos Register. Sample reference data, together with risk assessments, drawings and digital images are displayed from within the package.

The system permits the generation of bespoke reports and is able to automatically generate web pages. The information from the register then becomes easily accessed through an on-line Internet or Intranet facility, providing a quick and easy way for Royal Mail to keep track of developments.

Royal Mail then extended the remit to include the management of asbestos removal projects being carried out by their approved licensed contractor. This involved undertaking an increasing number of destructive surveys designed to enable structural refurbishment and associated projects, as well as managing and monitoring the removal of asbestos at all times. Other projects also included nationwide coverage of air monitoring and supervision and an emergency response call out for asbestos related incidents.

BENEFITS

Following completion of the main survey work, Royal Mail began to use the asbestos register information to plan maintenance work and other projects. These inspections are specifically designed with the planned work in mind to ensure the highest level of information is available to the contractors who will then be working in the premises.

Bureau Veritas also continues to ensure that all survey information is kept up to date and available at all times in a central database accessible from all of Royal Mail’s locations around the country.
