BUSINESS CHALLENGE

The Port of Cork has a long-term commitment to maintaining a thriving port business with modern and efficient systems and facilities. The Harbour Master, Captain Pat Farnan, was keen to have his port's commitment to safety and the environment verified by an independent body. Although international shipping operates under tight regulations, there were no such obligations for ports. Yet both ships and ports are vital links in the safety and environmental protection chain. A clear need existed therefore for defining systems, methodologies and standards by which to assess the management systems of ports in relation to safety and the environment.

 

SOLUTION

To help the Port of Cork achieve its leadership goals, and set the standard for ports all over the world, a new Bureau Veritas Code was developed called the IPSEM Code (International Port Safety & Environmental Protection Management). IPSEM is a code of practice and certification scheme which is intended to help managers improve port safety and environmental protection. For the first time in any port in the world, IPSEM gives the Port of Cork's operators a defined structure within which to manage safety and the environment, and proof that they are doing it correctly. A scheme was set out for diagnosing the port's weaknesses in safety and environment management, and consultancy support helped to rectify those weaknesses. Policy, management processes, infrastructure, equipment, communication and waste disposal were all covered. International standards such as ISO14000, OHSAS 18001, APELL and ISO 9001 are incorporated into the Code.On February 21st 2005, the Port of Cork Company became the world's first port to be certified under the IPSEM Code. The certificate covers its terminal operations and maintenance, pilotage operations, tugs and Vessel Traffic Center system. It lasts five years, with annual inspections to maintain validity.
